Glenwood Seasons Community News

Our meetings are now being held virtually. This allows for our homeowners to have minimal disruption to their lives as well as ours as we also are parents and have work and activities we run to and from. 

In our latest mailing (October 2022) the mailer said our MONTHLY dues are increasing by $3 to $81. We do NOT pay monthly but quarterly, so that is WRONG. 

Our DUES are $81 QUARTERLY and gone up by $3. We will mail out correction when we send out our mailer again.


Message from the President

I am Brandi, your HOA President. I, like most of our association, am a parent, and have three children whom I homeschool. So I stay rather busy with schooling and sporting events between the three children. In fact, our entire board have children that keep them busy! We are just like you who juggle day to day living and volunteer our time to making our association an amazing place to live.

ANNOUNCEMENTS:

Don't forget the dues are $81quarterly. So our payments are quarterly - January, April, July, October. UPA has exciting news about us homeowners being able to access our accounts online! Look for that information to come at a later date when they implement it. 


Where does our money go?

Many people wonder what we do with our payments, or "What does that get us as homeowners?" If you haven't noticed, we cleaned up and repainted our Glenwood entrance sign with new leaves and colors to represent the seasons we go through. While we didn't replace it, we did have it restored and guaranteed for another 10 years. We plan to look into having the other one fixed and leaves updated soon to match!

We have United Property Associates as our agent and that does cost and their prices have gone up as well as most things in our world these days. (Stamps, printing, etc..)

We also have an amazing lawn maintenance company that handles our grass cutting, edging, weeding and cares for the flowers around the signs. When we have storms that come through and knock down our trees that line our area, we do have to contact them to take those down as well. That sadly isn't included in our contract and is an additional cost. We did get more proposals/bids this past year and they were the most cost effective option.

Anyone is welcome to view the budget and I hope soon to post that on this website.

Due to the cost involved in printing and mailing, the newsletter will be published on the web site in the future, so please check periodically for updates. If you don’t have access to the internet, please let our Property Manager, Ms. Dawn Hall, know and it will be mailed to you. 


2024 ANNUAL BUDGET

The proposed 2024 Annual budget was recently approved and will result in a slight increase in the monthly assessment. The approved budget along with information on payment alternatives is included in the letter from our Property Manager.


BOARD MEMBERSHIP

We are actively soliciting homeowners who are interested in participating in the management of our community to consider submitting an application for Board membership. The election of new Board members will be held during the Annual Meeting on April 16, 2024. We will have a few of us up for re-election and a vacant spot. We also are in need of a few volunteers for our Architectural Review Committee.


NEW HOMEOWNERS

We’ve noticed several new homeowners in Glenwood Seasons recently and would like to welcome them to our community. If you are new to Glenwood Seasons and have any questions, please feel free to contact our Property Manager, Ms. Dawn Hall at United Property Associates, (757) 995-1386.


RECENT BOARD ACTION


In FALL 2023, We’ve had new bushes planted along belspring to replace the ones that died a few years previously. We can ONLY replace those during the fall. So we will continue to do as much replacing when we can as we see fit. Reach out to us if you see something that needs attention.

In review is the Replacement Reserve Study that is scheduled for review every five years. It was determined in the past that replacement of damaged or dead shrubs and trees are appropriately funded from the Reserve account instead of the Operating account. The revised Replacement Reserve account covers the replacement of signs, trees and shrubs. We are hoping that the current amount in our reserves will still be sufficient even with the cost of everything going up at this time.


Please reach out if you are in any need of assistance. We aren't here to be mailbox police, or to disrupt your lives. We are here as a COMMUNITY and hope to be able to help! We just need people to reach out to our property manager. When we all work together to keep our properties cleaned up, our home values go up as well.


ARCHITECTURAL REVIEW COMMITTEE

The Architectural Review Committee (ARC) is charged with reviewing applications for alterations, modifications or improvements to the exterior portions of Glenwood Seasons properties. If you are considering making alterations or improvements and are not certain whether ARC review and approval is necessary, call our Property Manager, Ms. Dawn Hall at (757) 995 - 1386 before making a commitment.


INSPECTIONS/VIOLATIONS

Our property manager performs routine inspections for compliance with the Rules and Regulations and sends out violation notices when a discrepancy is noted. The property manager uses discretion when filing violation notices and will make a note the first or second time a violation is noted as it may be a temporary condition, however if not corrected, a violation letter will be mailed.

If the violation is not corrected, the violator is summoned to a Due Process Hearing to discuss when the violation will be corrected. If you get a violation notice and there is an explanation for the discrepancy, contact the Property Manager, Ms. Dawn Hall at (757) 995-1386. She actually says that email is the best way to contact her. Her email is found below under property manager. An example would be a storage container or trailer temporarily stored in the driveway while furniture is being moved or work being done on the home.



SPRING/SUMMER CLEANING

We’ve been fortunate to have had a very mild ‘winter’ compared with many other areas around the country, however, we’ve had more than our share of rain! Yards are squishy and the high humidity has resulted in a build-up of mold/mildew on some of our homes. If your home is suffering from mold or mildew, please have it pressure washed as soon as possible. It’s also a good time to clear any debris that has accumulated over the winter such as tree limbs or leaves, including the gutters in front of your home.


TRASH COLLECTION
The city of Virginia Beach is having a employment shortage and yard waste is not being picked up on a regular bases. This has caused an eye sore in the neighborhood because they are being left at the curb. To report service issues like this please call 757-385-4650 on your collection day or by noon the following day. You can also put the yard waste in the black garbage bins, or you can take it to the landfill located at 1989 Jake Sears Road, Virginia Beach, VA 23464, and is open 7 a.m.-4:30 p.m. Tuesday-Saturday.


BULK TRASH
Bulk trash pick-up can be scheduled online, or you can call 757-385-4650. Bulk trash should not be put at the curb until confirmation providing the collection date has been received. Bulk items should be setup no earlier than 5 p.m. on the day before your confirmed collection day and by 7a.m. the day of service. Bulky items should be placed just behind the curb line in front of your home outside of the drainage flow line to avoid neighborhood flooding.


MAILBOXES
If your mailbox is in need of repair or replacement the approved mailboxes include the existing wooden colonial style or the new vinyl style. The new Vinal mailbox can be found at Home Depot. It is known as Postal PRO Craftsman Mailbox and Post kit. Internet #300373964, Model # PP3400WHM, store SKU # 1002113930. Postal Pro Craftsman Mailbox and Post Kit-White, can be purchased on Amazon or at Home Depot. Home Depot model# PP3400WHM

The Colonial Style approved model is available at Lowes Hardware on 3565 Holland Road (757-631-2100) and is known as the Colonial Mailbox front load CM-1 Item number 91030 or the vinyl type (that never needs painting) can be purchased from Mitchell's Woodworking, 596 Central Drive, Suite 107, Virginia Beach, VA (757) 340-4154). The mailbox post can either be pressure treated post or a treated post encased by the white vinyl. The only color of the mailbox will be Colonial White.


INDIAN RIVER ROAD PROJECT

Indian River Road Widening - Phase 7A UPC # 15829

Multi-phase project to widen Indian River Road from Lynnhaven Parkway to Elbow Road Extended. Phase 7A will construct the two southbound lanes. Work will include shared-use path, sidewalks, LED lighting. Scheduled for completion 9/6/2024.

Widen Indian River Road from Lynnhaven Parkway to Elbow Road. Phase 7B will construct the two northbound lanes. Work to include a shared-use path, sidewalks, and LED lighting. 

Revised 7/21/2022: Amendment to revise the schedule, allocations, and obligations. Update the allocations as follows: revise FY 2023 STF allocation to be $1,679,401; revise FY 2024 STF allocation to be $8,514. Update obligations as follows: remove FY 2021 PE Phase AC-Conversion obligation of $860,000; add FY 2021 PE Phase HIP-U obligation of $860,000; add FY 2022 RW Phase AC Other of $710,000; add FY 2023 CN Phase AC-Other obligation of $9,860,000. Scheduled completion date 7/17/25.

RECENT BOARD ACTION

Our community sign at South Independence and Belspring had been slowly deteriorating. We were successful in restoring it by updating the paint, having the holes in the wood filled, and redesigning the leaves to show more of a "season's" look. (Added photos at the top of Before and After)

We have updated our Architectural Guidelines after working on those for most of the year with our attorney. They will be posted here as soon as I get a final copy.


In 2020, We’ve had new trees planted to replace the Bradford Pear trees that were damaged and uprooted by several recent storms.

The Board reviewed and updated the Replacement Reserve Study that is scheduled for review every five years. It was determined that replacement of damaged or dead shrubs and trees are appropriately funded from the Reserve account instead of the Operating account. The Board also took action to assist a homeowner who was experiencing some health issues and was not able to maintain the yard and reinstall the mailbox. In order to avoid fines for violations, the homeowner communicated with the Property Manager and the Board was able to enlist the help of a local charitable organization to cut the grass and reinstall the mailbox. It is important to communicate with our Property Manager if you are experiencing a problem or have questions regarding any changes to your property.
